In 1917, Russia was in chaos. The economy was collapsing, there were food shortages and th
e country was suffering heavy losses in the World War I. Inevitably, people began to lose faith in their ruler, Tsar Nicholas II. On 15 March 1917, after much political unrest, the Tsar decided to abdicate. He was replaced by a new government led by Alexander Kerensky.

To begin with a rival political group, the Bolsheviks, led by Vladimir Lennin and Leon Trotsky, supported the new government, but their relationship soon collapsed. The Bolsheviks wanted even more change—their aim was to replace the existing political structure with groups representing each sector of society and they urged every worker to join a revolution in order to bring this about. In July 1917, the Bolsheviks tried to overthrow the government but failed. They tried again on 24 October and this time they were successful. The provisional government was arrested in St Petersburg, and Lenin took over as Head of State. Support for the Bolsheviks soon spread across Russia, and world's first “workers’ revolutionary State” became reality.

The most interesting architectural phenomenon of the 1970's was the enthusiasm for refurbi
shing old buildings. Obviously, this was not an entirely new phenomenon. What is new is the wholesale interest in reusing the past, in recycling, in adaptive rehabilitation. A few trial efforts, such as Ghirardelli Square in San Francisco, proved their financial viability in 1960s, but it was in the 1970's, with strong government support through tax incentives and rapid depreciation. As well as growing interest in ecology issues, that recycling became a major factor on the urban scene.

One of the most comprehensive ventures was the restoration and transformation of Boston's eighteenth century Faneuil Hall and the Quincy Market, designed in 1824. This section had fallen on hard times, but beginning with the construction of a new city hall immediately adjacent, it has returned to life with the intelligent reuse of these fine old buildings under the design leadership of Benjamin Thomson. He has provided a marvelous setting for dining, shopping, professional offices, and simply walking.

Butler Square, in Minneapolis, exemplifies major changes in its complex of offices, commercial space, and public amenities carved out of a massive pile designed in 1906 as a hardware warehouse. The exciting interior timber structure of the building was highlighted by cutting light courts through the interior and adding large skylights.

San Antonio, Texas, offers an object lesson for numerous other cities combating urban decay. Rather than bringing in the bulldozers, San Antonio's leaders rehabilitated existing structures, while simultaneously cleaning up the San Antonio River, which menders through the business district.

Once somebody thought that air pollution affected only the area immediately around large c
ities with factories and heavy automobile traffic. Today, we know that although these are the areas with the worst air pollution, the problem is literally worldwide. On several occasions over the past decade, a heavy cloud of air pollution has covered the entire eastern half of the United States and led to health warnings even in rural areas away from any major concentration of manufacturing and automobile traffic. In-fact, the very climate of the entire earth may be affected by air pollution. Some scientists feel that the increasing concentration of carbon dioxide in the air resulting from the burning of fossil fuels (coal and oil) is creating a greenhouse effect—holding in heat reflected from the earth and raising the world's average temperature. If this view is correct and the world's temperature is raised only a few degrees, much of the polar ice cap will melt and cities such as New York, Boston, Miami, and New Orleans will be under water.

Another view, less widely held, is that increasing particular matter in the atmosphere is blocking sunlight and lowering the earth's temperature—a result that would be equally disastrous. A drop of just a few degrees could create something close to a new ice age, and would make agriculture difficult or impossible in many of our top farming areas. At present we do not know for sure that either of these conditions will happen (though one recent government report prepared by experts in the field concluded that the greenhouse effect is very likely). Perhaps, if we are very lucky, the two tendencies will offset each other and the world's temperature will stay about the same as it is now.
