In the seventeenth century, European soldiers who came across some Indian groups in the we
stern Great Lakes found that several native tribes were living in the area without a formal leadership system. They appeared to be "quite friendly with each other without a formal authority!"

Not only did the Indians appear to lack a formal system of authority, but they also deeply hated any efforts to control their actions. All members of the tribes knew what was required of them by lifelong familiarity with the tasks of the area. These tasks tended to be simple, since the Indian's rate of social change was slow. Thus, although subgroups such as soldiers had recognized leaders, no real authority was required. Rather than giving direct orders (which were considered rough), members of the tribes would arouse others to action by examples.

It would be difficult, if not impossible, to carry out such a system in our own society. Most of us have grown up under one authority or another for as long as we can remember. Our parents, our teachers, our bosses, our government all have the recognized right under certain conditions to tell us what to do. The authority is so much a part of our culture that it is hard for us to imagine a workable society without it. We have been used to relying on authority to get things done and would probably be uncomfortable with the Indian methods of examples on a large scale.

Of course, the major reason why the Indian system would not be suitable for us is that our society is too large. The number of tasks that various members of our society have to perform. often under tight time and resource limitations could not be treated by the Indian system. In modern societies, the formal authority system is necessary to achieve any social objectives.

The Security Council is the most powerful body in the UN. It is responsible for maintainin
g international peace, and for restoring peace when conflicts arise. Its decisions are binding on all UN members. The Security Council has the power to define what is a threat to security, to determine how the UN should respond, and to enforce its decisions by ordering UN members to take certain actions. The Council convenes(召集)any time there is a threat to peace. A representative from each member country who sits on the Council must be available at all times so that the Council can meet at a moment’s notice. The Security Council also frequently meets at the request of a UN member - often a nation with a grievance about another nation’s actions.

The Security Council has 15 members; five of which hold permanent seats. The Assembly elects the other ten members for two-year terms. The five permanent members - the United States, Britain, France, Russia (formerly the Soviet Union), and China - have the most power. These nations were the winning powers at the end of World War II, and they still represent the bulk of the world’s military might. Decisions of the Council require nine votes. But any one of the permanent members can veto an important decision. This authority is known as the veto right of the great powers. As a result, the Council is effective only when its permanent members can reach a consensus(一致同意).

The Council has a variety of ways it can try to resolve conflicts among countries. Usually the Council’s first step is to encourage the countries to settle their disagreements without violence. The Council can mediate a dispute or recommend guidelines for a settlement. It can send peacekeeping troops into a distressed area. If war breaks out, the Council can call for a ceasefire. 5 percent of the nation's wealth. This class has two segments: upper-upper and lower-upper. Basically, the upper-upper class is the "old rich"--families that have been wealthy for several generations--an aristocracy of birth and wealth. Their names are in the Social Register, a listing of acceptable members of high society. A few are known across the nation, such as the Rockefellers, Roosevelts, and Vanderbilts. Most are not visible to the public. They live in grand seclusion, drawing their income from the investment of their inherited wealth. In contrast, the lower-upper class is the "new rich". Although they may be wealthier than some of the old rich, the new rich have hustled to make their money like everybody else beneath their class. Thus their prestige is generally lower than that of the old rich, who have not found it necessary to lift a finger to make their money, and who tend to thumb their noses at the new rich.

However its wealth is acquired, the upper class is very, very rich. Thy have enough money and leisure time to cultivate an interest in the arts and to collect rare books, paintings, and sculpture. They generally live in exclusive areas, belong to exclusive social clubs, rub elbows with each other, and marry their own kind—all of which keeps them so aloof from the masses that they have been called out-of-sight class (Fussel, 1983). More than any other class, they tend to be conscious of being members of a class. They also command an enormous amount of power and influence here and aboard, as they hold many top government positions, run the Council on Foreign Relations, and control multinational corporations. Their actions affect the lives of millions.
