Many other lawyers represent only clients who can pay high fees. (76) All lawyers have had expensive and highly specialized training , and they work long, difficult hours for the money they earn. But what happens to people who need legal help and cannot afford to pay these lawyers' fees?
Public interest lawyers fill this need. Lisa, like other public interest lawyers, earns a salary much below what some lawyers can earn. Because she is willing to take less money, her clients need the help, even if they can pay nothing at all.
Some clients need legal help because stores have cheated them with faulty merchandise. Others are in unsafe apartments, or are threatened with eviction (驱逐,赶出) and have no place to go to. Their cases are called "civil" cases. Still others are accused of criminal acts, and seeking those public interest lawyers who handle "criminal" cases. (77) These are just a few of the many situations in which men and women who are public interest lawyers serve to extend justice throughout our society.

Examples of public goods are not as rare as one might expect. A flood control dam is a public good. Once the dam is built, all persons living in the area will benefit--irrespective of their own contribution to the construction cost of the dam. The same holds true for highway signs or aids to navigation. Once a lighthouse is built, no ship of any nationality can be effectively excluded from the utilization of the lighthouse for navigational purposes. National defense is another example. Even a person who voted against military expenditures or did not pay any taxes will benefit from the protection afforded.
It is no easy task to determine the social costs and social benefits associated with a public good. There is no practicable way of charging drivers for looking at highway signs, sailors for watching a lighthouse, and citizens for the security provided to them through national defense: Because the market does not provide the necessary signals, economic analysis has to be substituted for the impersonal judgement of the marketplace.
With what topic is the passage mainly concerned?
A.Mechanisms for safer navigation.
B.The economic structure of the marketplace.
C.A specific group of commodities.
D.The advantages of lowering taxes.

Unlike some environmental issues, rain forest depletion has fortunately received significant public and media attention. Despite the opposition to the cutting down of rain forests, the problem continues. Every year, Brazil chops down on area of forest the size of the state of Nebraska. In addition to the Amazon's rain forests, many other forests are being cut down as well. In Indonesia, Zaire, Papua New Guinea, Malaysia, Burme, the Philippines peru, Colombia, Bolivia, and Venezuela, rain forests that were once great have been lost.
According to some estimates, 50 million acres of rain forest are cut down every year. The United Nations says the figure is closer to 17 million acres. The World Wildlife Fund says that every minute, 25 to 50 acres are cut or burned to the ground.
The world's growing population has been a primary reason of rain forest destruction. More people need land to live on and wood products to consume. Limiting population growth may be the first in a series of steps that would limit the destruction of the rain forests.
