GU obtains the vast majority of its revenue through government contracts for academic research and payments per head for teaching students. The economy of Teeland has been in recession in the last year and this has caused the government to cut funding for all the universities in the country.

In order to try to improve efficiency, the chancellor of the university, who leads its executive board, has asked the head administrator to undertake an exercise to benchmark GU’s administration departments against the other two large universities in the country, AU and BU. The government education ministry has supported this initiative and has required all three universities to cooperate by supplying information.

The following information has been collected regarding administrative costs for the most recent academic year:

But every silver lining has a cloud, and the consequence of prosperity is a new plague that brings with it a

host of interesting policy dilemmas.

As a scourge of the modern world, obesity has an image problem. It is easier to associate with Father Christmas than with the four horses of the apocalypse. But it has a good claim to lumber along beside them, for it is the world's biggest public-health issue today—the main cause of heart disease, which kills more people these days than AIDS, malaria, war; the principal risk factor in diabetes; heavily implicated in cancer and other diseases. Since the World Health Organisation labelled obesity an "epidemic" in 2000, reports on its fearful consequences have come thick and fast.

Will public-health warnings, combined with media pressure, persuade people to get thinner, just as they finally put them off tobacco? Possibly. In the rich world, sales of healthier foods are booming (see survey) and new figures suggest that over the past year Americans got very slightly thinner for the first time in recorded history. But even if Americans are losing a few ounces, it will be many years before the country solves the health problems caused by half a century's dining to excess. And, everywhere else in the world, people are still piling on the pounds. That's why there is now a consensus among doctors that governments should do something to stop them.

Drunken driving--sometimes called America's socially accepted form. of murder--has become
a national epidemic. Every hour of every day about three Americans on average are killed by drunken drivers, adding up an incredible 250,000 over the past decade.

A drunken driver is usually defined as one with a 0.10 blood content or roughly three beers, glasses of wine or shots of whisky drank within two hours. Heavy drinking used to be an acceptable part of the American man image and judges were tolerant in most courts, but the drunken slaughter has recently caused so many well-publicized tragedies, especially involving young children, that public opinion is no longer so tolerant.

Twenty states have raised the legal drinking age to 21, reversing a trend in the 1960s to reduce it to 18.After New Jersey lowered it to 18, the number of people killed by 18 to 20-year-old drivers more than doubled, so the state recently upped is back to 21.

Reformers, however, fear raising the drinking age will have little effect unless accompanied by educational programs to help young people to develop "responsible attitudes" about drinking and teach them to resist peer pressure to drink.

Tough new laws have led to increased arrests and tests and, in many areas already, to a marked decline in fatalities. Some states are also penalizing bars for serving customers too many drinks. A tavern in Massachusetts was fined for serving six or more double brandies to a customer who was "obviously intoxicated" and later drove off the road, killing a nine-year-old boy.

As the fatalities continue to daily in every state, some Americans are even beginning to speak well of the 13 years of national prohibition of alcohol that began in 1919, what President Hoover called the "noble experiment". They forget that legal prohibition didn't stop drinking, but encouraged political corruption and organized crime. As with the booming drug trade generally, there is no easy solution.
